SITE SAFETY PLAN AND INCIDENT RECOMMENDATIONS FORM
PURPOSE: To work together as a team to establish specific levels of response to incidents involving hazardous materials emergencies.
APPLICABILITY: The Saratoga Springs Fire Department, Saratoga County Vol. Hazardous Materials Team, and G.E. Silicones Hazardous Materials Response Team.
DEFINITIONS: Saratoga County Hazardous Materials Response Team: The on duty members of the Saratoga Springs Fire Dept. with HM 554, G.E. Silicones Hazardous Materials Response Team, Saratoga County Hazardous Materials Advisory Team, and Saratoga County Vol. Hazardous Materials Responders.
PROCEDURES: In order to assure an organized approach to incidents involving hazardous materials emergencies the following response is designated. When the County Hazardous Materials team is requested, the Saratoga Springs Hazardous Materials Team will respond to the incident scene and upon arriving at the scene will advise the incident command of their arrival and ask for orders.
When receiving a report of a possible hazardous materials emergency the dispatcher shall immediately start to obtain all the necessary information listed below by following the FIRE CONTROL HAZARDOUS MATERIALS CHECKLIST.
When receiving a report of a possible hazardous materials emergency, Fire Control will attempt to obtain any and all information from the person reporting a hazardous materials incident. The information should, if possible, include material name and/or type, amount and size of container(s), problem (leak, spill, fire, etc.) and dangerous properties of the materials.
The dispatcher should stay on the line with the caller to gain additional information after first dispatching the proper response. This may not be practical if it will endanger the caller.
Fire Control will also obtain the prevailing wind speed and the direction and alert the responding units, prior to leaving the station if possible. Any additional information should be relayed to the responding units after being dispatched. If the call comes from a person with particular knowledge of the hazardous situation, have that person meet the responding units.
When it has been determined that a possible hazardous materials emergency is underway the dispatcher will alert all responding apparatus, the Hazardous Materials Officer or his designee, and the County Fire Coordinator. Once units are arriving on the scene of the emergency, important information will be relayed to Fire Control via the on scene units. The dispatcher shall document the incoming information on the HAZARDOUS MATERIALS INITIAL INCIDENT INFORMATION CHECKLIST.

1. When the Hazardous Materials Team is alerted to respond to an emergency, the Haz-Mat advisor shall respond directly to the scene P.O.V. to be briefed on the situation and then assume command of the Haz Mat Team.
2. When the Hazardous Materials Team is alerted to respond to an emergency the Haz-Mat Team shall respond to the scene.
INTRODUCTION:
When the Haz-Mat team is activated, a Haz Mat Group Supervisor shall take command of all tactical operations that involve the handling of hazardous materials. The Haz Mat Group Supervisor shall be the Hazardous Materials Officer, or his designee.
TACTICAL PROCEDURES PRIOR TO ENTRY:
Upon receiving the position of Haz Mat Group Supervisor, the Haz-Mat Officer shall obtain a complete briefing of the incident. He shall document the location, date, time, and nature of the incident. It shall be the Haz Mat Group Supervisor's job to assign the Tactical Command Staff consisting of the Hazardous Materials Safety Officer, Technical Specialist Hazardous Materials Reference Officer, Decon Officer, Entry Team Leader, and Medical Monitor. Each of the individual Command positions shall assign their own support personnel as needed. The Haz Mat Group Supervisor shall notify Fire Control and see that all necessary notifications are made to the Local, State, and Federal authorities. The Haz Mat Group Supervisor should confirm with the Incident Commander that the site of the emergency is isolated from all non-essential personnel and that the local Fire Department is in full control of the scene. Isolation distances should be obtained from the Technical Specialist Hazardous Materials Reference Officer if possible. Further evacuation should also be considered and addressed if necessary. The Haz Mat Group Supervisor will be operating between all channels as necessary. The Haz Mat Group Supervisor should meet with any on-scene representatives to obtain further information concerning the material involved, the lay out of the facility, or any other useful information. Fire Department Preplans and MSDS sheets should be obtained from the Technical Specialist Haz-Mat Reference Officer. The location and contents of any exposures should be addressed.
The Haz Mat Group Supervisor shall next have an external Entry conducted by the Entry Team Leader and the Entry Team. No actual entry shall take place, just a visual inspection from a safe distance. Based on the information obtained from the company representatives, any preplanning, and the external Entry ; the Haz Mat Group Supervisor should begin to formulate a plan to address the emergency in question.
TACTICAL OPERATIONS DURING ENTRY:
Based on all information gathered, the Technical Specialist Hazardous Materials Reference Officer should be able to recommend protective clothing to be worn by the Entry Team. At this point the Entry Team should be prepared for an entry into the Hot Zone so that a complete Entry can be conducted. The Decon Officer should also be notified of the protective clothing to be worn and any decon solution that should be used. The Decon Officer should also begin to establish a location and set up for decon to be conducted. Prior to any entry being made into the HOT Zone, the Haz Mat Group Supervisor shall advise the Incident Commander that the operations are beginning. A communications check shall be conducted with the Entry Team and the Haz Mat Group Supervisor.
Once the data has been retrieved by the Entry Team a complete debriefing shall take place with the Entry Team, and from the additional information obtained, a plan for mitigating the emergency shall be formulated. At this point, a planning meeting will take place and Tactical Options shall be discussed and reviewed. It shall be the Haz Mat Group Supervisor who shall make the overall recommendation as to which Tactical Option to use. Once the method of containing the emergency has been determined, the Incident Commander shall be briefed.
After the briefing is completed, all equipment, clothing, and personnel that will be utilized shall be made ready. Once all Haz-Mat sectors are in position and ready for the operation, the Haz Mat Group Supervisor shall notify the Incident Commander that the operation is beginning. The Haz Mat Group Supervisor shall stay in constant contact with the Entry Team Leader and the Hazardous Materials Safety Officer. The Hazardous Materials Safety Officer must always re-evaluate what is taking place, and keep the Haz Mat Group Supervisor appraised.
POST TACTICAL OPERATIONS:
As units are released from the emergency, a complete debriefing of the emergency shall take place. There shall be a general debriefing involving all Fire Department personnel, and a debriefing involving the Haz-Mat Team.
GENERAL INFORMATION: When the Haz-Mat Team is activated, a Haz Mat Group Supervisor shall take command of all tactical operations that involve the handling of the hazardous materials. The Haz Mat Group Supervisor shall be the Hazardous Materials Officer or, in his absence, his designee. The Haz Mat Group Supervisor shall assume the responsibility for all tactical operations inside the Hot, Warm, and Cold Zones.
HAZ MAT GROUP SUPERVISOR FUNCTIONS: The Haz Mat Group Supervisor shall conduct his activities in accordance with the following:
1. The Haz Mat Group Supervisor shall be positioned in the COLD Zone at the Tactical Command Post or in the WARM Zone at Safe Haven.
2. The Haz Mat Group Supervisor shall appoint an Entry Team Leader Decon Officer, Technical Specialist Hazardous Materials Reference Officer, Haz-Mat Safety Officer, and Medical Monitor.
3. The Haz Mat Group Supervisor shall remain in constant communication with his command staff to keep each sector adequately informed of tactical operations.
4. The Haz Mat Group Supervisor will also stay in communication with the Incident Commander, and consult with him on all tactical operations prior to their taking place.
5. The Haz Mat Group Supervisor shall follow and complete the appropriate Haz Mat Group Supervisor Checklist (Fixed Facility Incidents, Rail Incidents, or Highway Incidents).
